I printed with ABS, which works nicely for friction welding (see below)

Print the two pieces separately, and glue the base to the back of the tie as pictured. I used friction welding to attach the parts (link to the tutorial I found below). I painted the model with a couple coats of gunship grey enamel and used a black Sharpie for details.
