I used skirts, but I don't think they are necessary.

I ordered strip LED's from Amazon, cut it to the correct length, hot glued them in place and attached a 12 volt power supply. I cut the plexiglass with my CNC router, but if you have a way to scratch the design into the plastic it will still work.
