This is a backscratcher used to itch unreachable itches. It can also be used as a small rake. I also found it useful to get things stuck under tables and hard to reach areas. The longer pole is for people who need more reach.  I recommend sanding the end of the rod you will insert into the hole in the top of the rake. It will make it a lot easier to assemble.
