This is quite a large panel, and could likely power a Pi Zero with an SX1262 module, or just use something like a RAK or Heltec board. The base should be filled with some sort of ballast. Concrete, mortar, gravel, whatever you have available. This will prevent it from tipping over in the wind. There is no board specific mounting internally, just a rail where you can loop a small ziptie through to secure the board and battery. It should be printed out of ASA for UV resistance.
