This is a fan mount for a 140mm computer fan. It allows the fan to stand upright with 2 screw hole points, and an offset base to account for the fan weight offset, plus the force from the direction of air (fan should blow towards the smaller side of the base).

Mounting a large, low RPM fan like this allows it to be used to cool a cable modem of similar height, etc.
