This is a tool that can be used to ensure your arrows are square after they have been cut to size.  The slot works for 220 grit sandpaper with enough friction to hold it in place, but it can be secured with tape if desired.  By rotating the arrow shaft against the sandpaper, the freshly cut tip will become orthogonal to the shaft with cutting imperfections removed and smoothed.
