Summary
This is an OO scale model of a tank wagon with a curved top used to transport chemicals. They would have been used from the 1920s until 1950 or so.

Wheels (I buy them from AliExpress) can be fitted straight into the holes in the chassis. For a smoother ride, widen the existing holes with a 2mm drill, fit DW22 Romford 2mm "top hat" brass bearings (from Dundas Models) and insert the wheels. Check that the wheels rotate easily and glue the two halves of the chassis together and strengthen with strips of plastic across the two halves.
Covered with paper with rusty painted metal and owner's name.
Glue one half of a press stud (or similar) on top
Add buffers.
