This is a rounded endpiece the handle on a Harbor Freight Pittsburgh 2.5-ton jack. I think it's a fairly common handle size as it also fits the 3-ton jack from Northern Tool. Placed on the end of the handle for a more comfortable grip and to reduce the risk of damage from the end of the handle coming into contact with something. It uses a friction fit.
