I designed a similar tool a few years ago.Here)。

I found it a bit bulky for some of the very hard-to-reach valves in my home. So, this tool is quite small yet still able to provide the force needed to turn the valves.

Even though there’s only a lever on one side, you can turn the tool so it faces the direction that works best for your situation.
