Summary
I remixed this model from a "print-in-place" model remixed by @ktgl. I had difficulty with the PIP clearances on my printer so I recreated the concept in TinkerCad as a 2-part print with a center snap-pin. I also upscaled the diameter slightly as the 10 ft tape I have would not quite fit in the original shell. My wife has a 5 ft tape and it fits in easily.

How I Designed This
I used TinkerCAD to replicate the basic shell and spindle and added a "stock" 3mm snap pin to the center of the shell and a corresponding socket for the pin to the center take-up drum. I placed offset slots for the tape anchor on either side of the center socket so that they wouldn't interfere with the pin / socket. For a more finished look and feel I used a 2.5mm radius to round corners and points on the center spindle and either side of the shell gate opening.
