I saw barrels used in a dwarf cosplay years ago and decided I needed some of my own.  The barrels are made of EVA foam, specifically I used brown foam floor mats.

I followed the following tutorial for the base barrels and made my own tools/guides for cutting the foam which is what I am sharing here.  The stencil is set up to make a barrel about 18" in height.  The barrel should come to just under your knee so that you maintain movement of your legs when walking.

You'll need to print 2x of the stencils and one clip to hold them together.  The stencil includes the angle so that the boards combine flush with one another.  You'll need to cut out 20 boards per barrel and glue them together with contact cement.  I use the shoe sole template to make the “tread” of the shoe and printed two (mirror one) Shoe Molds which I then covered in leather to make the shoe on top.
