This is protective case for wire brush used with drill. Reason is not protect wire brush itself but protect everything around (including humans) not to get scratch. 

Design consists of two parts - body and lid which will screw together. Inside diameter of protective case is 86 mm, hole for brush shaft has diameter of 7 mm. Internal height of cover is 16 mm if lid fully screwed.
