I made a snooker cue tip clamp many years ago and using this as a model I decided it would be a good project for 3D printing.   I have seen one more example but felt it was probably made for pool cues which tend to be fatter.   There are 3 parts to the design.  The main body has a tapered exterior and 4 slots allowing it to slide over the tapered cue and be squeezed to grip it.  The top piece is a push fit onto the body and has a central tip locator recess.  You can adjust its position on the body to suit your cue and either glue it on once you are happy or leave it as a push fit.  The clamp ring goes over the body and locks the body to the cue. I left tiny bridging pieces in the slots to keep the shape when printing.  I printed the body laying down and with support but it will probably print vertically without support.
