Summary
Looking for a high poly low detail head to use as a base for a sculpting project. Found a good low poly start from http://www.thingiverse.com/thing:455885 and took it from there.
First I removed all the co-planer triangles in the STL file to make it easier to manipulate the file and fixed some non-coplaner areas on the base. Next I fixed his nose and gave him a right nostril. Then I quadrupled the poly count with a smooth quad tool to create natural curves and enhance the details and smoothed the model two levels to achieve a smooth muscled surface.
Very pleased with the result.
Cura scaled and oriented for printing. Use a wide brim and supports everywhere.
The STL file is now the updated one with the perfectly smooth base with no smoothing wrapped around one edge.

Notes:
I turned on a 12 line brim to help stick the print to the bed. Set support for 60.80 degrees and turn on everywhere to support his ears and to minimize where the supports show up. The only place they are actually needed are under his ears. Under his chin and the back of his head don't need them at all.
