Summary
This is my rendition of a recent Oakley sunglass display stand. My version uses 6-32 machine screw hardware for the upper "hoops." I could have created this to completely snap together, but it would have consumed much more time. My total CAD effort was just under and hour.
The base hoop is attached to the base's post using a #6 sheet metal screw. You can substitute metric hardware or other sizes as needed to match what you have laying around.

Support under the "hoop" is important since the hub with the hole is off flat by 10 degrees and this sets the tilt of the hoop when assembled. You don't need support under the hollow section of the hoop and it depends what your slicer permits how selective you get.
I printed the base with support turned off.
I printed the risers (rsr) on their side and used support.
The post I printed standing up with no support.
