Compatible with other BUBO building blocks.

This part is intended to support wheels attachment.
I am going to design some compatible wheels in the future.

The current version is an early prototype.
I believe dimensions of axle mounts and their placement are not going to change.
However it would probably be a good idea to strengthen mounts connection to the rest of the block.
