This is a backing plate also called a friction plate for a Briggs and Stratton pull start claw. 

I printed it in PLA and seems to work fine.

This was made using a 3d scan of a broken original and I recreated the bolt mounting hole in the middle. I used Blender to clean the scan and remake the mesh

Print flat side down with supports. I use tree supports for best results.
