Summary
That is a pin holder for a bowling toy sold in Russia. Will do, though, if you have something like this with maximum pin diameter around 65 mm and pin neck (where holder snaps to) diameter around 53 mm.
Print without top and bottom solid layers so that you could fit a handle or a carry strap.
