As outlined in Rob Bob's YouTube video for building an aquaponics system, this bell siphon is necessary to cause the water level in the grow bed to rise and fall, thus exposing the air roots to much needed oxygen. 

The inlet is excellently flared with an additional taper inside the meet the inside of the pipe it is connecting to.
