Print using soft, rubbery filmanet. Something like Diabase X60 Ultra-Flexible Filament works perfectly. I've used hex infill at 3%, which created essentially empty infill with six internal spokes. Use enough top layers so the tire is closed properly, use two or three outlines, depending on how hard you want your tire to be.
