Summary
This is an ATX-compatible I/O shield for the Monotech NuXT v1.2 board.
It mainly serves to not look ugly when you mount a NuXT in a MicroATX case.
If you want to build your own NuXT and solder it together, PCBWay has a board ready to go for you; mine was ordered from JLCPCB.
If you want a NuXT with considerably less hassle, Monotech will sell you one and you won't need to print my shieldzilla here.
You'll want to figure out a way to mount to the case properly; I wasn't able to get a friction-fit quite right, so I used double-sided tape (not mounting tape!)

How I Designed This
This part was designed in Inventor from mechanical measurements taken of several mATX cases, several ATX I/O shields, and measurement of the NuXT board itself.
