Legends claim Sheogorath was once a mortal archmage who sought ultimate knowledge of chaos magic. His mind shattered upon glimpsing the Far Realm’s truths, and from those shards, a new being was born: The Laughing Lord. Others whisper he is a mask worn by an elder horror, playing at divinity for amusement.

Reality-Bending Nature.
The Laughing Lord exists partially outside normal physics. Terrain within 60 feet distorts: gravity may shift, ground ripples, and objects may animate. This area is considered difficult terrain for enemies.
Chaos Incarnate.
Whenever a creature starts its turn within 30 feet of the Laughing Lord, roll a d6:
Laughter fits — creature is incapacitated until start of next turn.
Delusional clarity — creature gains advantage on all rolls until end of turn.
Brain static — the creature automatically fails its next save.
Uncontrolled dance — Otto’s Irresistible Dance (no save).
Sudden inspiration — creature regains 20 hit points.
Folding reality — creature is teleported to a random unoccupied space within 60 ft.
Legendary Resistance (5/Day).
If the Laughing Lord fails a saving throw, he chooses to succeed instead.
Magic Resistance.
Has advantage on saving throws against spells and magical effects.
Magic Weapons.
His cane is a magical weapon.
Actions
Multiattack.
The Laughing Lord makes two Cane of Contradictions attacks and uses Chaotic Command if available.
Cane of Contradictions.
Melee Weapon Attack: +13 to hit, reach 5 ft., one target.
Hit: 21 (3d10 + 6) psychic damage.
After each hit, roll a d4 to determine an additional effect:
Target is polymorphed into a harmless creature (save ends).
Target takes an extra 4d8 lightning damage.
Target is blinded and deafened for 1 minute.
Target teleports to a space of the Laughing Lord's choosing within 120 ft.
Chaotic Command (Recharge 5–6).
The Laughing Lord issues a nonsensical order. Up to three creatures he can see within 90 feet must succeed on a DC 25 Wisdom saving throw or take 45 (10d8) psychic damage and use their reaction to make a melee attack against a random creature within range.
Summon Madness.
The Laughing Lord conjures manifestations of derangement. Choose one:
Manic Host: Summons 3d4 chaotic fey (use satyr stats but with psychic attacks).
Shadow of Doubt: Creates a duplicate of a creature within 60 feet that fights for him (uses target’s stats but has 50 hit points).
Gibbering Rift: Creates a 20‑foot‑radius field of Far Realm mouths (as Evard’s Black Tentacles but deals psychic damage).
Legendary Actions
The Laughing Lord gets 3 legendary actions, choosing from the options below.
Shift Reality.
A creature he can see must succeed on a DC 25 Wisdom saving throw or be banished to a pocket of delusion (similar to a Maze spell) until it uses its action to escape.
Mockery Lash.
He targets a creature within 60 feet: 22 (4d10) psychic damage and disadvantage on its next attack roll.
Chaotic Step.
The Laughing Lord teleports up to 60 feet and distorts the space he leaves or arrives in. All creatures within 10 ft. of that space must succeed on a DC 25 Dex save or fall prone.
Mythic Trait: Apotheosis of Madness (1/Rest)
When reduced to 0 hit points, the Laughing Lord explodes into a swirl of paradoxical energy and reforms at full hit points. All creatures within 60 ft. must make a DC 25 Wisdom saving throw:
Fail: Take 55 (10d10) psychic damage and are confused for 1 minute.
Success: Half damage, no confusion.
In this form he gains the following:
Flying speed 60 ft.
All attacks deal an additional 2d10 psychic damage.
At the start of each of his turns, he casts Chaos Bolt at 5th level without expending a spell slot.
Lair Actions (Shivering Isles‑Style Demiplane)
On initiative count 20 (losing ties), he can use a lair action:
The ground splits into laughing mouths: Area becomes difficult terrain and deals 4d6 psychic damage to enemies starting their turn there.
Gravity flips: All enemies must succeed on a Dex save or take 3d8 bludgeoning damage and be knocked prone.
Whispers invade minds: Enemies must make a DC 25 Wis save or be affected by Crown of Madness.
