This is a cover/mask for a Central Forge (Harbor Freight) hatchet, retained with a rubber band, string, or paracord.

I'd recommend printing this with the long open edge down, triangle loop up, with a brim, but other orientations may also work.

I've included the Fusion 360 model so you may be able to alter it to fit other hatchets or axes.
