Bowl bottom - 0 top layers, 0% infill, at least 4 bottom layers and 3 walls. Support should not be needed.(You can use vase mode but walls will be very thin, don't recommend unless you have a thick nozzle.)
Bowl lid and handle - print with whatever settings you deem best for your use case. Lid might need supports.
Bowl can be scaled to any size and as long as lid is scaled the same way it will fit.

You can use glue to attach handle to lid or you can use a lighter to melt the tip of the handle peg and melt the two parts together.

Bowl lid V1.1 has a smaller inner section to accommodate thicker walls on the bottom size.
