Summary
I needed a smaller version of this. I also wanted to print them separately. I happen to be using the same color for both, however this also allows for the platform and the base to be different colors if you so desire.

I am using 100% Infill, I think at least 20% should be ok.
Most of the lines are thin, so not sure how much of a difference it would make. I just wanted it solid since it will be holding a food item that will be decorated.
How I Designed This
Found a cake stand
Found the great design by MikeKey https://www.thingiverse.com/thing:2401346.
I wanted to change a few things, including separating into two files.
Lowered Resolution
Using AutoDesk Meshmixer, I first scaled the model down to 0.6 uniform. Then split the model into each component (the top and bottom)
Lastly I lowered the resolution (number of triangles) of each of these while retaining as many triangles as possible to get the file size of each half to be as close to 25MB as possible.
Modified Size
Now that the files are below 25MB I was able to import them into TinkerCAD and rearrange and scale them without having to do this in my slicer.
The main purpose of doing this was to more easily re-download the files as a single solid object that my slicer software would recognize as a solid shape. Meshmixer is supposed to be able to do this, however I have had issues with my slicer not "understanding" the stl directly out of Meshmixer.

If you want the full size (comparable to the file I am remixing) scale my files up by 1.66666667. Mine are .6 scale, .6 * 1 and 2/3 should be 1.
