How does it work?

TLDR;

Set the gauge on the back side of the wheels, then move it to the front side and read the scale.

Can it be used for other types of cars?

Yes, although I'd recommend a regular set of setup tools for touring cars.

Can it be used for 1/8th scale cars?

Yes, it's SCAD, so modify the arm lengths and wheel diameters and you're all set.
