These small cones are made for scale layouts. We use them in motorcycle safety training classes, but they would work great for RC layouts, autocross course design, driver's ed, etc. I like them best when printed at 120% out of PETG, but they scale nicely to whatever size you need. I also have a taller version that replicates a standard 18-24" traffic cone.
