Summary
Seal embosser plates depicting the famous canyon bottom indentation left by Wile E Coyote, though for best effect, you probably want the design to be impressed into the paper rather than raised.
These were originally intended for business cards (0.5mm thick) but I think you can use them on ordinary paper if you don't press too hard.

How I Designed This
I used Blender to erase the designs on the sample plates, Inkscape and the "Paths to OpenSCAD" plugin to convert the bitmap image into an OpenSCAD polygon, and then OpenSCAD to extrude the design into/onto the blank plates and to render the STLs.
The image on the negative plate needs to be larger than the image on the positive plate, so the outline is expanded with the Minkowski operation, by a space equivalent to the expected thickness of a sheet of paper.
