Mount and assemble using drywall, construction, or similar screws. Any taper/flat-top/bugle head, #8-#9 size screws of appropriate length should work.

The lip on the upper edge is to divert rainwater away from siding if mounted outdoors. Caulk and paint for a more finished and water resistant installation.

The bracket could be scaled in the slicer to fit similar sizes of pipe. The only issue would be if the screw holes were scaled too far. For more extreme adaptations you may need to make the change in Fusion360 using the included source file.
