Summary
All JDM vehicles require a red road flare in case of emergency, and to pass their automotive shaken inspection. When these cars are exported, the flares are discarded due to them being an explosive hazard whilst shipping. This leaves an empty holder in the passenger footwell... so what better way to fill this void than to design and 3D print a road flare model.
Some flare holder/clip models can be found here:
Thanks to garlicdog for the dimensions!
Note: There are two standard flare diameters, 27 mm and 32 mm. I have created 2 models accordingly. Both have a length of 140 mm. The Solidworks files are also included.
Part number: 9098601005, CE0308002
I am also designing an LED version; which is a work in progress.

This could be printed in vase mode to save filament; with either the top or bottom face omitted (since it would not be seen when in the holder).
How I Designed This
Design Process
Using the dimensions from garlicdog, I was able to scale pictures of the flare accordingly. This allowed me to accurately measure various features of the flare, in order to model them.
