Pretty simple lure to model yourself.  Similar to something sold at Sportsman's Warehouse.  The lure sold there has sharper angles on the wings.  Modify the model if you don't feel like it spins aggressively enough.

I use #10 mono with #6 dropshot hooks.  I've added beads down the center (similar to a wedding ring) but 5or 6 4mm beads would work too.   

A small bit of worm on the hook (or dough bait)... and you're fishing.  It's been effective for me behind a dodger or fished naked.
