The frame should be printed as opaque as possible
The image should have 100% infill and the smaller the layer size the better. I had semi-translucent white filament, I tried again when uploading this and the white I currently have is too opaque.
If you wish to create your own image:
I used UltiMaker Cura as it's the only software I know of that can import a 2D image file. The image I used was a 16x9 screenshot that came to 3840x2160px. I opened the file in Cura and set the Height to 10mm, Width to 100mm (the depth defaulted to 56.25mm) and set it to Darker is higher. From there I was able to export the now 3D image as an STL file.
Not all images will work well with this method. I imagine that an image that looks good as a black and white, high contrast image will work best.
Post-Printing
Install the LED lamp in the back, tape a bit of printer paper half way between the lamp and image. The rest just slips together.

Story Time
Years ago, when my boss got his first 3D printer (A monoprice mini) I was tasked to figure out how to make it work. While testing, I found that Cura (The software that came with the printer) could import images. I tested a couple and a screenshot I grabbed from GTA5 looked the nicest. After I printed it, we found that putting a light behind it just looked really good.
A few weeks ago, my wife got a Bambu Labs A1 mini that came with an LED lamp kit. She wasn't going to do anything with it, so I started thinking of uses. I still had that 3D printed image I created at least 7 years ago, so I decided to finally make a light box for it.
The box is simple. The base inside is just smaller than the image with a cutout for the round lamp. The lid has three steps to hold the image as well as wrap around the base. I had to put a larger hole than I would like into the base as the lamp has an on/off button on the USB cable.
