The threads should be tight, and you need to use a bit of force when turning the wheel.

Assembly:

Insert the two axles into the holes in the handle and screw the wheels onto each side of the axles.

Note: As long as the spare wheels of the same or different types with the same thread are available, they can be used to replace these wheels.
