This is a simple tag that attaches to the bottom of a U.S. automotive license plate. Use the "customizer" in OpenSCAD  (free/opensource software),  Just select Window→Customizer. 

In the customizer you can use whatever text you want, use the offset value to
center it. There are a few different fonts to choose from that don't exceed the
tag height.
