Summary
I got a roll of Hatch Box PLA that has a 54.5 mm hole in it. My Wanhao Duplicator i3 has a 30mm reel stand. This is my answer to that size difference.

My printer dose not like to start printing small holes on the build platform so I designed the small part with a thin layer (0.4mm) over the holes and then clean them up with a round file and countersink bit .
Post-Printing
Tapping the holes with a 6-32 tap.
